Python baseline is 3.14

Team standards now sets Python 3.14+ as the baseline for Non-trading / FCM, up from 3.12+.

• New Python work targets 3.14, the latest stable CPython release.
• FCM runs on Python 3.11 and plans to migrate to 3.14.
